This is a clean install. I've been working on the site off and on as to move from version 1.5.6 which is live.
I was removing the demo items from the site when I notice that the background image from the custom theme was no longer there.
Was trying to put it back that's when I realize that it wasn't working. Then trying to add products to that were already in folder they wouldn't load or import.
When clicking on the a image nothing would happen.
Its been working for weeks now up until last night.
PHP version 5.6.3 looks like

Well, the only thing what comes into my mind would be, to clean out your
Cache Folders, in the System Cache Directory, the System Modification
Directory, and in the VqMod/Vqcache Directory, if exist. Then, additionally
make sure, to delete your System LOGS Error + Oc_Modification LOG Files,
which, in some cases, seem to grow into huge sizes, and so block similar upload
attempts, as I recall to have been reading about.
Good Luck!

Thanks for help and tips.
First in the vqmod folder there is a vqcache folder but there's nothing in it.

In the system/library folder there is a cache folder with 3 files, apc.php, file.php, and mem.php. Which file should I be removing if any ?
If I should be looking for a system/mod folder there isn't one.
But in the system/library folder there is a file (cache.php). Should I remove this file or open it and remove what's in it

Do you have SSL on the site? I had a 1.5.6.4 site that had the same problem caused by the config.php and admin/config.php not having https:// in the appropriate places.

Negative, depending on the Version, the C ACHE/... Directory is placed in the
system/... or system/extension/... Section, and you only have to clean out the
Cached files themselfs, but sure not some OC Source xxx.php files !

The image manager is part of Opencart. You can get third party image manager extensions. You could try an extension like the one below. That would help identify where the problem lies.

Well am still trying to get the image manager working. I didn't realize that there were 3rd party image manage module out there. Did a search found this appeal to me installed it. And still nothing am still seeing the default image manager. The issue I have is that am not seeing the new module on the dashboard but it is installed. I've been trying to get in contact with the developer but he's not responding.

I don't know what's going on with these developer not responding just seems to me they take the money but won't offer support like they say they will. This is the second time I've gone through this with someone and there product.
I've done the install as mention in the doc just don't understand why am not seeing the module.

No I didn't upgrade from 1.5.6. And for the main reason of running into trouble and damaging my live site. Am rebuilding from scratch.

Thanks for the offer.

Is there some where on the opencart site that one could put in a complain about developers that will not respond when asking them for help when they offer support? Am thinking about putting a stop payment in with paypal maybe that will get his attention.

Always a good idea.
And not only stopping, open up there a ticket and request the buyer protection.

check the permission for image/data
well, that image/data Directory does not exist in OC v.2.3.x Versions,
it's image/catalog/ for some OC-2 Time already ;)
