where do I go to rate an extension I purchased?

Admin doesn't have permission to add new users
I'm trying to set up a secondary admin in my 2.3.0.2 OC install but I get the message "Warning: you do not have permission to modify users!"
How can I adjust this so I can create a secondary new admin?

buying only in multiples?
one of the items we sell on our store is lawn signs. We price them at $6 each, but they're only available in multiples of 12 ($6 entices buyers, $72 freaks them out)
Can I only allow multiples of 12 in the quantity box? Or is there another option for this?

The Krotek is quite right. We hear your frustration; but you simply need to add a temporary user to your admin, and limit that user's abilities/access. I agree that it's frustrating if there are not good installation instructions for an extension. Perhaps try re-uploading the files, or manually uploading them one-by-one, might fix the issue. my store is pretty locked down and I don't want others having access. You do realize, that this is YOUR problem, not developer's? need Purolator extension updated for 2.3.0.2
I need this extension:

updated to work with a 2.3.0.2 install (used in a Joomla/JooCart setup, but I don' think that affects the extension at all from what I've read).

need purolator shipping cost extension for 2.3.02
My store is ready to go live, but I can't find anything for shipping that works with 2.3.0.2 for Purolator. Can anyone offer a solution that would do the trick? what I meant is - if someone wants to come pick up their order, that should be an option. I don't really care how far away from us they are.
So in the shipping, there would be a "I want to pick my order up personally" option or something.

show single purchase price but only allow multiples
i want to show a single purchase price as an incentive ($6 looks better than $72), but I only want people to be able to buy this product in multiples of 12. How can I set this up?
