If you really want some help here, then you have to provide some more details here. Merely adding VQmod doesn't cause errors. It's more likely that you have also added a VQmod XML script, too, belongind to a 3rd party extension.

I am not sure what you are talking about here. All OC 3 versions have a oc_user.salt DB field, which is correctly created during a fresh install.
As regards GDPR: Not part of OpenCart 3.0.3.9, but there are plenty of 3rd party extensions for this from the OpenCart marketplace.

I do not believe 3.0.3.9 has any database changes, so unless you've modified core OpenCart files, you should be able to just upload the 3.0.3.9 files over the 3.0.3.8 ones. After that, just refresh your ocMod cache in Extensions > Modifications to generate new cache files. I haven't done an upgrade...
