You'd have to modify the product.twig, which is the easy bit, but also the layout editor in the admin backend to cater for multiple rows, but this can be quite tricky. Also bear in mind the VAT rate to be applied is usually the one of your EU country where your store is located, and from you ship.
Hence, define an EU geo-zone, and use it as the only geo-zone for your 22% tax rate. Define another geo-zone for rest of the world, and use that one for a 0% tax rate.

This is not an issue with a standard OpenCart 3.0.x.x release, more likely it is caused by an extension.

What is your exact OpenCart version? And what are your extensions? Web theme? Website URL?

You could check the server's access log to see what the exact logged requests are, and whether they originate from the payment gateway, and if so, perhaps twice. This way you'd get a clearer idea whether or not it is caused by the payment gateway.

I am unable to replicate this error. After a failed login the shopping cart remains the same.

Most captchas are easily overcome by modern spambots these days. We use an invisible honeypot trap field, and automatically check for expected key/mouse/touch events, to distinguish between genuine human users and spambots, this approach is far more effective.
