Just for reference, Super Coupons can do this, since it bases its calculation on the sub-total without tax by default. There's a "Cycle" field for recurring profiles, which is how often it happens for the time period you choose. So you'd set yours to "3" and then choose "Month", and it should cycle every 3 months.
