A lot depends on your processing volume. If you don't want a monthly fee and/or have low transaction volume each month, use Stripe and/or Paypal. If you have higher dollar and more frequent transactions, talk to your bank where you can get a lower processing rate.

Move hosts.
This isn't always the issue. It's likely an outdated or poorly written script. A hosting provider can't just continue to increase values out of whack without the potential to just crash the server.

You might also want to consider using Softaculous if this is your first time installing Opencart. It may be easier to get it setup and see what the config.php files should look like.

If the config.php files are blank after running yourdomain.com/install then the install did not work properly. Make sure you have all files properly uploaded, with the correct file permissions and try running the install process again.

9 times out of 10, it's a poorly written extension that is causing excessive memory usage. Increasing the memory limit of the server isn't usually the answer. You or your developer are the only ones that can figure that out. Look over what you uploaded vs. what is on the server. If this is all a 'basic' install, just re upload everything and don't overwrite your config.php files.
