Did you upload through OC admin rather than via ftp? Latter won't work, former is how OC hashes the names in order to control authorization to download them.

You can access external files by their full http addresses. Manually or using an extension (button top right) you can make a popup, or a colorbox or similar popup. You can load that with <A HREF manually or otherwise in order to summon texts.
