I've already explained how to do this properly above. We had left it off by me asking you where you had added the redirect code. This should be on the controller.php file, not the view.tpl file. Once you've made that adjustment, you should be fine.

The file you included only links to css sheets which are obviously hosted locally, so unfortunately that doesn't help. It's pretty much going to have to be live somewhere for anyone to be able to be of much help.

The values in your /config.php and possibly your /admin/config.php are incorrect. This is causing links to things like the css stylesheets to be broken, essentially destroying the layout.
