I think the 3.0.x.x version already has a fix for the timezone issue. 3.0.x.x is based on 3.0.3.9, but with further bugfixes.

You may have to post it on the commercial support section of this forum, if you can't a suitable extension on the marketplace. There will be a lot of legal issues to be considered here as well. We as recipient would certainly put campaign mail on block lists, and many users will probably do the same.

I might also add, that PHPstan doesn't appear to make proper use of PHP include and/or require_once statements.
