ocMod files are loaded into the database directly, they don't exist on the server as a file. However, if you want to use an ocMod file manually, you can upload a file with .ocmod.xml file extension to the /system/ directory, and it will still work once you refresh your ocMod cache in Extensions > Modifications. It won't be listed on that page, but its mods will still affect your installation. It's used for development, but you can use them that way in a live store if you prefer to have them as files.
I might add that, if you use the Integrated VQMod, the listing of the modifications will also include the ocmod.xml (as well as vqmod.xml) files from the system folder.
