My client would like to charge an additional 20% for customers in the UK, this is on top of the tax already set for the UK.
Does anyone know of a handling fee type extension that will allow a % charge on top of a total that can be restricted to a single country?

Total-Based Fee/Discount can do this. You can limit it by Geo Zone (or by individual country) and add the fee based on the total. This would let you charge an additional 20% for people in the UK.
