Just wondering if there is any better open source license, other than the GPLv3?

In particular, which open source license is suitable from preventing misuse of the original open source license?
We don't want open source extensions to be republished commercially by users without the original author's consent.
We want to keep open source extensions free, including derivatives thereof.

We frequently encounter so-called extension publishers, even amongst so-called OpenCart Partners, who commercially sell other author's extensions without their knowledge nor consent, hence above questions.

That becomes a larger political matter. While Opensource code has been there for several years already, you could either Google it, contact the GPL support or consult an attorney to find out since what you are referring about, inclusively, is in regards of Opencart while the GPL user agreement with the use of Opensource codes is way bigger, since the GPL user agreement has been established long before Opencart was created.

Perhaps the “Commons Clause” License Condition v1.0 is a more suitable license form for free OpenCart extensions? It allows users to use the free extensions in their OpenCart websites (commercially or free), but they can't sell the extension itself to others without the extension author's consent.

In summary, the extension would be freely available in source code format, but legally speaking it isn't open source as defined by the Open Source Initiative.

It's more like a source-available license.
