Shipping price problem, picture to help explain

I wish to start selling prints which will go in either large envelopes which I have set at 60.00 gms or cardboard tubes (parcels) that I have set at 70.00 gms depending on their size.
I already sell items that go in small envelopes and postage for those has worked.

I am doing something wrong as I cannot get the parcel sized items to show parcel sized prices, only large letter size prices.
I have the same problem with every postage option so if anyone could help I would really appreciate it. I am hoping the pictures will show what I have done as I am not very good at explaining.

PS cannot upgrade to 2 as my theme does not yet support it.

As is usual when asking for help after trying for hours over a few days I worked it out. I have to set the parcel weight higher than the large envelope weight so started at 300.00.
