Obviously, I set something up wrong, or failed to set something up. Almost every link on the front-end of my site is redirecting to http://localhost/xampp/. For example, the link for About us, which should go to http://localhost/devsite/about_us/, as per the copy link location results, goes to http://localhost/xampp/. Only the links that follow "index.php?" (e.g., http://localhost/devsite/index.php?rout ... t/special/) lead to where they're supposed to.

What could be my problem? ???

I figured it out before my previous message passed moderation. The comment in the .htaccess file reads:
# If your opencart installation does not run on the main web folder make sure you folder it does run in ie. / becomes /shop/
Whereas, it should read:
# If your OpenCart installation resides on a sub-directory of your web root, change this to indicate as such (e.g., change "/" to "/shop/").
I should have gotten it the way it is written, but my daddy always told me if brains were gasoline, I couldn't ride a moped around a fruit loop.

I tried Opencart on WampServer / Wamp64, I have no issues encountered by loading the site. If neither of those two are working for you guys, it means an installed extension might be preventing you to access from localhost due to enforced SSL restrictions that were either implemented from this forum or from the extensions store.
