I've just upgraded from version 1.5 to version 2.3.0.2.
I'm running PHP 7.1.33.
When I go to Home / Stores / Settings the Save icon is disabled.
I have been able to save the User Group > Top Administrator roles successfully.
Would be very grateful for any suggestions to troubleshoot.

I have so many warnings and notices as result of the upgrade / migration to the new server I think I'll focus on clearing some of those down first.
(I went into Home / Stores / Settings in order to turn off the errors and got sidetracked by the fact I couldn't save!)
Then check the database of the updated store and adjust if required.
After that, copy the tables to the new instance via phpMyAdmin.
If all done and all checks are successful, you can either point the store to that subfolder or backup the original and copy the files to the former original folder (after you have cleared and deleted everything inside).
Doing so will need a few minutes, but will help you to not waste time in searching what goes wrong.

I had decided I would create a new subdomain and run a fresh install and compare my config.php and /admin/config.php files.
And Yes as you suggest I can compare databases too.
I think you're suggesting I move the updated site step by step into the fresh install?
