USPS First Class Mail option disappeared

Wondering if anyone can help. I edited the usps.php file like I've read to the following:

'First-Class Package Service - Retail',

First class mail option still doesn't show up at checkout. Also tried the vqmod file floating around and no luck. Anyone know how I can get my first class mail option back? Thanks.
