Max Mind doesn't work with OC 2.3.0.2

We noticed the following:

For 1 item that we sell that does not require shipping (samples) and only has the payment address the maxmind tab appears in the order page.

HOWEVER

For all other items that have a payment address AND ship to address
The maxmind tab does not show up.

Posted questions about Max Mind on the support forum but didn't get any responses so I'm assuming no one uses it or it simply doesn't work. Not sure why it would be included with OC 2x if it doesn't work.

maxmind is working for me and i'm on 2.3.0.2.
However, the orders I looked at had the same bill to and ship to, if that matters.
