PH7.3+ error message when installing 3.0.3.6

Im trying to install OC 3.0.3.6 but i just get a blank page saying:
"PH7.3+ Required"
I've verified with phpinfo, and im running 7.3.0RC1 on the server.
Anyone have any ideas on what to do to get it to work?

7.3.0RC1 is older than 7.3 You need to update your PHP to 7.3.22.

So, trying to install and it errors out with PH7.3+ required.
opencart-3.0.3.3 < current download
PHP (at least 5.4) < requirements from that same page and all docs
Installing demands PHP 7.3?

The OpenCart documentation is not up to date with the latest changes.
