After a bit of searching I believe this can't be done from within OpenCart and that I need to edit a file footer.twig. I've done this but it's had no effect and the Extras section is still there. The file I edited was this one .. catalog/view/theme/default/template/common/footer.twig and the relevant section now looks like this ..
<!--
<div class="col-sm-3">
<h5>{{ text_extra }}</h5>
<ul class="list-unstyled">
<li><a href="{{ manufacturer }}">{{ text_manufacturer }}</a></li>
<li><a href="{{ voucher }}">{{ text_voucher }}</a></li>
<li><a href="{{ affiliate }}">{{ text_affiliate }}</a></li>
<li><a href="{{ special }}">{{ text_special }}</a></li>
</ul>
</div>
-->
Have I done it wrong or is there something else I need to do?

In top right corner of admin you will see a COG.
Click it and it will open theme and sass cache settings, hit the orange REFRESH for cache.
Then go to Extensions > modifications and hit the BLUE refresh button.
