I can fix it in that file but when I refresh modifications it reverts back to the old file. I can't find the file that generates it. /system/library/cart/user.php doesn't contain the same code as /storage/modification/system/library/cart/user.php. Where should I look?
You could go to Extensions -> Modifications and disable them one by one refreshing each time. That should allow you to work out which one is making the change.
You could try the 3-0-x-x_Maintenance branch which works fine with PHP 8.x versions.

This did the trick. I searched the modifications table to find the code that needed to be replaced.
