How to move "I have read and agree to term & condition" in STEP 5 at CHECK-OUT area to STEP 6 ?

at Checkout Settings area... Select NONE for Checkout Terms

Thank you for you suggestion. But this is not the answer that I want.
I just want to move the words "I have read and agree to the terms & conditions" of STEP 5 to STEP 6

Did anyone solve this problem. As others I have the same problem.
My checbox Agree to terms is in step 5, but I need it in Step 6 where customer can see total cost of his order.
