In answer to your question, there is no setting to change the default values. As stock does not matter to you, then when you add a product, set the "Subtract Stock" to no.

Thank you for the response. That info did answer a quastion I had on that setting. However what I am speaking about is when you add an option. If the option value has no quantity it does not show up on the user product ordering screen. I would like quantity of the option value to default to 999.
