1) I have no idea and very little grey matter between the ears , so this is troublesome for me, I am watching a tutorial from 2013 about editing the code and he says to edit the header.tpl, I follow his folder route and get to header.twig... wotsgoingon was there a language dispute that someone else won, or am I looking for love in all the wrong places...

In it the instructor/teacher/tutor places a folder in the themes folder to make any stylesheet mods in (apparently they override the default somehow) he then changes the header.tpl to accommodate the new folder, this is then supposed to be in the dropdown menu in the theme selection .... but of course for me, its not showing....wotsgoingon ......... yes I am new to coding please help

This tutorial is for an older OpenCart 2.x version, not for 3.0.x.

OC Version 3.X use .twig and before versions uses .tpl so the workaround .tpl wouldn't be helpful on .Twig

Well, having said that, the documentation needs some updates, since OC 3.0.x now uses the twig rendering engine instead of PHP templates for the view part.
