I'm trying to implement the Google Captcha, but it is failing because I'm not getting a response from Google. My Opencart is installed at IONOS who require that all web requests go through their proxy and I think that is why the Google Captcha is failing.

How do I tell Opencart / The Google Captcha to use the Proxy?

Opencart is responding with:

failed to open stream: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond

Yes, that means you host is probably blocking it. You need to ask you host what you need to do.

I guessing you want to change this line.

Thanks ADD Creative. I was hoping there might be a parameter file somewhere in Opencart that says something like "send all web requests to this proxy"

No, you would have to make the changes yourself. You probably want stream_context_set_default with the correct options.
