I was change .htaccess and php.ini and Cpanel PHP option with post_max_size and upload_max_filesize to 999M
But still not working!

Did someone know why?

How to set will depending on your hosting. Ask your host how you should set them.

If using cPanel v84, or above, see in .user.ini instead of php.ini to take effect.

If you talk about upload from Opencart, then change upload limit from store settings.

Cpanel server is controled by WHM.
max upload size is probally limited there.
you will have to ask your hoster to raise max http submission size in server settings

It seems ok now.
I revised all the files again, and then refilled the upload file limit on the server managed by the store. After refreshing it again, it worked normally.

No way but to get in touch with your hosting provider. I use Cloudways, and these guys did it within a few minutes.
