??? Customer would like to do an offer any 4 products for £12 from 3 categories it’s a vape shop and has
Category 10ml with 3 sub categories. Customer can choose 4 products from any of the sub categories and it would be £12

Are the products all the same price? If so, then Category & Product-Based Fee/Discount can do this. You'd set it up like this, if the products were normally £4.00:

------------------------------------------------------------------------------
CHARGE #1
Title: Buy 4 For £12
Group: A
Charge Type: Quantity
Charge Field: 4-9999 = -4.00 / 4
Rule: Product Group: Cart has items from "any" members of "Qualifying Products"
------------------------------------------------------------------------------

If the products are all varying prices, then Ultimate Fee/Discount could do it. It has a more powerful charge type, which can figure out these kinds of discounts. It would look like this:

------------------------------------------------------------------------------
CHARGE #1
Title: Buy 4 For £12
Group: A
Charge Type: Buy X For $Y
Charge Field: 4 = 12.00
Rule: Product Group: Cart has items from "any" members of "Qualifying Products"
