Template file for Terms & Conditions

Hello,
Can anyone point out where the template file for the "Terms & Conditions" popup can be located? I need to modify the html output slightly.

Yes thats the one. Seems odd that html output should be in a controller, but in any case it allowed me to modify the popup.

i am using 1.5.6 the popup for terms & conditions is no longer in that file...?

how can i change the HTML content of the popup?
