User Group Permissions Unselectable

After a fresh installation of OpenCart Version 3.0.3.6 and a new Theme installation, I cannot select anything in the User groups for access\permissions or modify/permissions. The little checkboxes are literally unselectable. Since I cannot turn them on by selecting I have absolutely no permissions whatsoever.

I am assuming that this is the root cause behind my problem of my sits issues when accessing abd causing the following error
