How do I set different shipping costs for different products?

Hi folks, I'm struggling to work out how I can set my shipping costs dependant on the product and the customer. I want to be able to do the following:

I'm using OC 1.5.6x

• Have a flat rate shipping of £3.00 + VAT per item
• Have the shipping capped at £9.00 + VAT
• Set different shipping rates for different customers/Customer groups
