I know this topic is quite old but I found it in my search. I had the same error. Rather than attempt to change my php file (I am new to this and a little scared LOL!). I knew I had caused it by trying to upload an image that was too big (I uploaded the wrong image by mistake), so I did the following - right or wrong - it worked...
I opened my image folder
found the file, it was a big-un at 1.4 mb
Decreased the size of the image in Photoscape and FTP'd it back up, overwriting the big one
Logged back in to ADMIN again and 'Bobs your Uncle'...all better again...no more error.
Hope this helps. Keep ur images small. I usually have them around about the 400px x 400px mark or there abouts. If you need a freeware utility to do this..I like Photoscape.
