I'm looking for a a Bootstrap 3 or 4 theme (I know I can use the default one)...
What is the best theme for Opencart v3+ and why?

Just to have it said, there is no such thing as the best anyway,
it heavy depends on the Products one sells. And selling Apartments
requires a slightly different 'Impression' than selling Bikes or Books.
Some Custom Themes also come with additional Functions, and partly
even 'changed OC ways of doing things', built into 'enriched' Theme
EXTENSIONS like Journal, Pavo, e.t.c., and already existing Extensions
might no longer function in such Theme Extensions, due to partly
different ways of coding things. A single 'whitespace' in the wrong place
can be decisive, when it comes to make some VqMod either work or fail ...
One should therefore much better STAY with a 'near-OC-default-Code'
Theme, and then possibly modify some css-styles and colors, to make
it look as planned.
