I have opencart 3.0.3.6
I can not send or receive any e-mail from the site. I checked all the parameters like SMPT, MAIL. In MAIL configuration although the system allows me to send an e-mail, the notice is ( your message sent with success to « 0» customers). I tried with hotmail and gmail addresses.I allready ask my host about mail port and is open. I am really desperate and need your support for this issue.

Are you using gmail?
Try using 465 or 587 just for test purpose and see if it resolve your issue from your end.

If you are using Mail as the Mail Engine in the OpenCart setting, only the Mail Parameters setting is used. The settings starting with SMTP are only used if you have selected SMTP as the ail Engine in the OpenCart settings.
The ''Your message has been successfully sent to 0 of 0 recipients!'' message is meaningless. As I said in a earlier post there is a bug that means OpenCart will say this even if the emails were sent correctly.
What for?
And beside this, Mailchimp (as well most of USA based companies) do not have a valid Agreement with the EC (European Community)!
Which means, using such a Company violates the GDPR (DSGVO).

Also as I see on forums too many people have problem with email settings when host is digitalocean with closed ports.

Without error logs or some exception, there is little anyone here can do to help you. I would assume, configuring IPtables falls out of basic opencart support.
Check your PHP error logs.

What are your mail settings?
Do other mails get sent, such as the contact form?
Have you checked both your PHP and OpenCart error logs?
Have you checked mail_order_add event is enabled?
Have you tested with an online email deliverability checker?
