I have been hinting at this but you are not picking up on it. You are not providing enough info.
What OC versions? All 4 digits. 4.x.x.x or 3.x.x.x etc. This will give us an idea if it is a version 4 issue or not.
Is this a clean install or did you add modifications? If you added mods, what ones?
And: This is a webhost issue. IF you are on a VPS where the webhost says it is your responsibility, and will not help, then you need to up your game on what you need to do to be your own webhost admin or move hosts.

You would out the following in a .php file, such as myphpinfo.php. Upload it to your website and go to the file in a web browser. Remember to remove the file once finished. I quick search should give you a few guides.

I'm guessing you are using a webhost rather than your own setup because there aren't enough information. In other words, get in touch with your web host. Contact your hosting provider and ask them to resolve this issue on their side.
