You can set categories order with unlimited depth.

Instruction
1. Unzip file. There is no overwriting.
2. In the admin, System -> Users -> User Groups.
And assign permissions to catalog/supercategory
3. That's it.

Vqmod file is for adding this to top menu.
Catalog -> Super Categories
