Why use a CLI?
As OpenCart lacks of a shell console script, your only choice to execute those tasks is to start them in your browser. But since a lot of webhosting providers limit their server capabilities for the website in terms of memory_limit or max_execution_time, chances are your OpenCart store fails to execute those tasks.
On the other hand, PHP in command line mode mostly runs on another process in the server system. So refreshing your modifications or regenerating your thumbnails in CLI will not affect the actual speed of your shop.
