Pre-moderation of orders

New orders will be created with the status "pending confirmation", and payment will be available only after the order is confirmed by administrators

A payment link will appear in your account or in a letter (if the user made an order without registration)

This functionality will be necessary in a situation where managers need to check the availability of goods in stock or clarify other information before accepting payment from the buyer
