Automatically exclude products that are already on sale from coupon discounts.

Adds a per-coupon "Exclude Special Price" toggle to the coupon settings. When enabled, products with an active special
price are skipped during coupon calculation — the coupon applies only to full-priced items.

Supports percentage and fixed-amount coupons, with a customer notification listing which products were excluded.
