Max total for Cash on Delivery [VQMOD]
simply adds a 'MAX TOTAL' condition for cash and delivery payment module.
Tested on OC 1.5.1.3 only, but should work for any other >1.5 versions.
So please, if you test on other version, please comment here so i can add (or remove) version compatibility.
