You can disable or enable TAX for a particular opencart product based on an option value which the user chooses while purchasing

Using this mod, even though a product is marked as taxable, the admin can configure product option values such that if a user chooses a particular value for a particular option the product will become NON taxable.

Also from ADMIN panel if in an order a product is removed or added the tax calculation will be applied accordingly
