One Stop Shop module add new EU VAT system.
From 1 January 2015, telecommunications, broadcasting and electronic services will always be taxed in the country where the customer belongs – regardless of whether the customer is a business or consumer – regardless of whether the supplier based in the EU or outside For a business (taxable person) = either the country where it is registered or the country where it has fixed premises receiving the service. For a consumer (non-taxable person) = the country where they are registered, have their permanent address or usually live.

Features
Add Vat name/value for each UE country (default values are inserted on installation automatically)
Add product custom Vat value for each UE country (ex. for a reduced vat rate for some products)
Automatically update cart taxes using the default delivery address of client
Validate as UE requires, client residence, asking for a contact phone in checkout process and this must be from the same country as delivery address
It uses default system taxes if buyer is from not UE country
Automatically calculate normal and reduced vat in checkout process

Ex:
In Austria:
Standard VAT rate: 20%
Reduced VAT rates: 10% foodstuffs, books..
In Spain:
Standard VAT rate: 21%
...
Then in your edit book product, you add custom 10% of taxes just for Austria
In the cart of checkout process you will see 21% for both products if the buyer is from Spain or both taxes 20%(computer), 10%(book) if buyer is from Austria
Etc... for each UE country and default vat system for not UE country
