Download Arabic full file and extract only 2 folder and copy it to your store:
 admin\language\ar
&
catalog\language\ar

after that add new language from admin:
admin>> System>>Localisation>>Languages>>Add New
in Locale insert:
ar.UTF-8,ar,ar,arabic
