Khmer Language Pack Translation for Opencart 3.x

Translated by a native Khmer speaker with help from a native English speaker.

Catalog is 90% translated, some files are not translated as there is no requirement for a khmer translation for them. There are also couple of words that are not translated as there is no real translation for them, such as "captcha"
