When you have a local currency not yet supported by PayPal and have EUR, USD or other supported ones visible / configured in your shop,
This VQmod mod will allow your customers to purchase using PayPal using local currency.

The important part here is that you need to have EUR as visible curency with correctly configured exchange rates.
